   Although the poor man was obviously disturbed, the authorities failed to put him under conservatorship to protect him and his estate.

   Instead they just sued him, got a $200K judgment, and now they own his house.

   A deputy investigating neighbors’ latest complaint that a reclusive homeowner fed rats and didn’t take out the garbage found a decomposing body in the home with rats feeding on it.

   So they were right. He was feeding rats, the feckless fool.
