“Australia says arrests foiled terrorist attack”

Police arrested 17 terror suspects in Australia’s two biggest cities Tuesday in raids authorities said foiled a plot to carry out a catastrophic terror attack. A radical Muslim cleric known for praising Osama bin Laden was charged with masterminding the plot.

More than 500 police backed up by helicopters were involved in raids across Sydney and Melbourne, arresting eight men in Sydney and nine in Melbourne and seizing chemicals, weapons, computers and backpacks.

One suspect was in critical condition after being shot in the neck during a gunfight with police, said police Commissioner Graeme Morgan. An officer was also slightly wounded.

One of the suspects wanted to die a martyr, a police officer said in court.

“I’m satisfied that we have disrupted what I would regard as the final stages of a large-scale terrorist attack … here in Australia,” New South Wales Police Commissioner Ken Moroney told Australian Broadcasting Corp. radio.

He later said he expected more arrests “in coming days and weeks.”

Late Tuesday night, police raided another Sydney home as part of the terror probe, an Australian Federal Police spokesman said on condition of anonymity per government policy. There were no immediate arrests.

Prime Minister John Howard, who last week warned of a possible terror attack in Australia, thanked security forces in a nationally televised news conference.

“This country has never been immune from a possible terrorist attack,” he said. “That remains the situation today and it will be the situation tomorrow.”

Abu Bakr—an Algerian-Australian who has said he would be violating his faith if he warned his students not to join the jihad, or holy war, in Iraq—was among nine men who appeared Tuesday morning in Melbourne Magistrates Court charged with being members of a terror group.

Prosecutor Richard Maidment told the court the nine planned to kill “innocent men and women in Australia.”

“The members of the Sydney group have been gathering chemicals of a kind that were used in the London Underground bombings,” Mr. Maidment said. “Each of the members of the group are committed to the cause of violent jihad.”

He said they underwent military-style training at a rural camp northeast of Melbourne.

Seven of the suspects, including Mr. Bakr, were ordered detained until a court appearance on Jan. 31. Two others were to hear Wednesday whether their application to be released on bail was granted.

I have no doubt that at some point, al Qaeda or one of its affiliate groups is going to be able to pull off a successful, high-profile attack within Australia and the US, just as they were able to do inside Spain and Great Britain.  But there can also be no doubt that intelligence inside coalition countries has improved a thousand fold over the last several years—I suspect because intelligence has (thankfully) infiltrated many of the mosques out of which these terrorist plots are hatched and their personnel recruited, and because they have a clearer understanding now of how such plans are financed and how the money moves.

I suspect al Qaeda is in the final stages of preparation for massive attacks within the US.  Let’s hope our intelligence here is as good as the intelligence in Australia proved to be.

    I suspect al Qaeda is in the final stages of preparation for massive attacks within the US.

    A major victory for the Australians.  Let’s hope our state police and FBI are smart enough to review this as a textbook example of how to foil a plot.  The article you link shows two things, clearly—1) talking to the police force in the next state is a good thing.  And, 2) asking for the powers to act when you need to act is the key to getting them. 

    This is the kind of investigation that could have easily foundered on jurisdictional boundary issues or on simple “I don’t have the authority” issues.

    Have we learned those lessons?  I hope so.

Remember Frederick Forsyth’s “The Fourth Protocol” which centered around a Soviet plot to set off a nuke in England—not for the direct effect of destroying an American air base in England, but for the indirect effect of allowing the Labour Party that the Communists had surreptitiously taken over to sweep into power in the ensuing election.

    So, if you want to worry about the timing and suspect that our enemies are relatively sophisticated when it comes to understanding us, start worrying about a major attack in September or October of 2008, when there would be just enough time to get the maximum mileage out of Bush’s inability to protect us but not enough time to get to the bottom of what really happened.

    That’s why its important to remember that there are many Muslims who do not approve of the extreme and violent fundamentalists.  Its just not well publicized.  How many of these plots would be exposed without the help of a muslim?  Very few.  That’s one reason I think the President is correct to emphasize that the U.S. is an inclusive nation tolerant of religions and the religious, even if they are fundamental Christians or Muslims.  What we are not tolerant of (I hope) is hate, imposing one group’s religious sensiblities on other individuals, and criminal activity.
