Here’s the rub as far as I can see it Eingang — namely, the question of an impending charge is weeks beyond reasonable result, whereas the question of breaking the nation’s defense down into incapacity in a time of extreme peril in the world proceeds apace. There is a frightful mismatch in purpose.

There are also witnesses who haven’t come forward. First the 15-6 has to be done to see if there will be a referral to an Article 32 hearing, which can then lead to a court martial, The entire investigation process will ferret out who among those publicly known and not publicly known are relevant. The witnesses can be anywhere, and somebody either has to depose them, or otherwise make them appear, sometimes that takes time. To complicate this case, there was the previous investigation, so that has to be reviewed.

*** But there is a deeper reason why Israeli elites have not thought of how to translate military superiority into peace through strategic victory, namely the mentality of European socialism. According to that doctrine, all of mankind (albeit at different rates) evolves through the several states of socio-economic contradictions and eventually resolves them. The distinction between Jew and Arab would matter no more in mankind’s final, socialist state than any of the other distinctions that have bedeviled mankind. This tacit assumption is among the legacies of Israel’s founding generation.
That generation, however, bequeathed a practical substitute for victory that served reasonably well: what Israelis used to call their “posture of deterrence.” In short, Israel produced something like peace by assuring Arab leaders that any attack on Israel would result not just in defeat, but in losses so disproportionate as to threaten their very domestic legitimacy. Such deterrence was the long-term objective of the 1967 and 1973 military campaigns.
And then the Israelis, under U.S. pressure, abandoned that strategic posture. It began in 1983. Israel, having been attacked by the PLO state-within-a-state in Lebanon, was in the process of destroying it in cooperation with Lebanon’s Christian government. But the U.S. government prevailed on Israel to stop. It saved the PLO, transferred it to Tunisia and Sudan, and financed it. The U.S. then acquiesced in Syria’s murder of Lebanon’s pro-American and pro Israel Christian prime minister, as well as in the murder of 241 U.S. marines in Beirut. Then, in 1993, the U.S. government helped persuade Israel that its safety lay in the so called Oslo Peace Process, which involved the creation of a de facto PLO state in the West Bank and Gaza into which terrorists from all over the Middle East found a home, subsidized by European and American taxpayers as well as by Arab states. From this de facto state as well as from a Lebanon now dominated by Hezbollah, a series of attacks on Israel have come to which Israel has been pressed to respond “proportionately.” Adieu deterrence. ***
Is it not deeply pleasing, Americans, to know that the deserter Sgt. Bowe Bergdahl has been returned to active duty while many of his fellow soldiers who are currently faithfully serving in Afghanistan are receiving pink-slips announcing a severance from their service as soon as their tours in that foreign land are complete?

Putting my not very flattering opinion of Feldwebel Bergdahl aside, alas, until the Army concludes an Article 32 hearing and charges him with something, there is not much they can do but return him to some sort of duty; besides, even having him count paperclips is better than having him tie up a hospital bed which is likely actually needed by someone.
The RIF is a different story, but it has been known about since last year (and something that right or wrong has happened after every war – and sometimes in between). Among those selected for separation, some will be eligible for early retirement, some close to retirement will be allowed to continue to 20, others will get separation pay. During RIFs, having lived through more than one, regardless of whether an individual has (or is) deployed, it is generally not the stellar performers being separated.
Here’s the rub as far as I can see it Eingang — namely, the question of an impending charge is weeks beyond reasonable result, whereas the question of breaking the nation’s defense down into incapacity in a time of extreme peril in the world proceeds apace. There is a frightful mismatch in purpose.

You will get no argument from me that I think the investigation is proceeding at a glacial pace., but the logistics of tracking down all the relevant witnesses is probably a factor.
As far as breaking down national defense goes things like the Navy laying up supply underway supply ships, or trying to axe the A-10 is a lot more troublesome than separating 1000 out of 19000 CPTs. The former have have significant operational and strategic level effects, the RIF tactical at worst.

I’m utterly unclear how this can be so, at least not so insofar as so many eyewitnesses have voluntarily stepped forward to openly submit their knowledge and testimony to the public. And yet, I can easily imagine no charges will be preferred, based on golly on knows what difficult to obtain evidence or testimony in mitigation.

There are also witnesses who haven’t come forward. First the 15-6 has to be done to see if there will be a referral to an Article 32 hearing, which can then lead to a court martial, The entire investigation process will ferret out who among those publicly known and not publicly known are relevant. The witnesses can be anywhere, and somebody either has to depose them, or otherwise make them appear, sometimes that takes time. To complicate this case, there was the previous investigation, so that has to be reviewed.
