Try Maui. This was my 10/09/13 -11/07/13 bill for 677 kWh. Customer Charge: $8.50
Base Fuel Charge: $155.72
Non Fuel Energy: $70.62
Energy Cost Adjustment: $15.92
PBF Surcharge: $5.63
Purchased Power Adjustment: $1.10
RBA Rate Adjustment: $5.46
Total: $262.95
I don’t know what the actual kWh rate is. (Too dumb to figure it out.) When their fuel cost exceeds the base rate there is a surcharge for the extra fuel cost. Most of the time the fuel cost exceeds the kWh cost. The PBF surcharge is to offset their losses from people who have photovoltaic systems with net metering. Which I now have. My bills for Dec and Jan were $18 each.
It’s been a very cold January here. Still the natural gas bill for heating the house, cooking, and hot water was a good bit lower than the electric bill for lights, refrigerator, freezer, and dryer. I don’t remember that happening before this year.

Regarding that 4.4% increase in the electricity index in the last year: it jumped by 3.5% in just the last 5 months!
North Korea‘s still beating us in minimizing electricity usage, so as far as this administration is concerned, we still have a ways to go…
