Actually, it’s a sad reflection of author Joe Davidson’s grasp of reality. He endorses the idea of two Americas, as if Reagan’s administration and the Congress enacted seperate laws–one for blacks and another for whites, e.g. “let’s talk about what he did to black people.” (Perhaps it’s wishful thinking on the authors behalf–that legistation should work in that manner.)
Then he cites seven line items in a trillion dollar budget that didn’t grow at the rate of inflation. Sacre bleu! (As the unemployment rate dropped from 7.6% to 5.3% over the period, one hopes social welfare spending drops.)
