You could make the case that as an explicit play on stereotypes, it’s not necessarily racist per se, but is merely about racism. You’d need to look at the context in which it circulated  which in this case militates quite strongly against that charitable interpretation.
My feeling is that as comment on racism, it’s wry and ironic; as racism itself, it’s quite inept. But then as a New Zealander I have, as you might expect, a tin ear when it comes to race relations in the Benighted States.
New Zealand has always been weird when it comes to US Relations. Robert Heinline noted in “Tramp Royale” in 1953 about strong Anti-American sentiments on the island.
If you watch the raw vid of his agent available on the abc site, she notes darkly that “Bernie has been a big critic of the Bush administration” and all but explicitly suggests that these charges were filed because of that.
Jihadist threat? Paranoid rightwing bedwetter fantasies. Lame duck President out to bring down a quadruple-chinned radio host by bringing charges against him for things seized on his computer? Expect the Greenwald expose on the surveillance state any day now…

Yeah, last time I checked the Maoris were extremely grateful for the enlightened state of race relations in New Zealand.
When he was initially arrested back in Dec. all the left blogs hyperventilated because it was really a set-up – Bush was trying to silence a critic.
