Army’s answer (partial to full credit): Rapid Fielding Initiative. When I went through the RFI warehouse a month ago, I was given a whole bunch of really nifty stuff – they checked off what was given, to keep accountability, but no cumbersome hand receipts, etc. Strangely refreshing. Now, if they can do that major systems…
