What I don’t get is the “collective punishment” argument that is bring put forth now. It’s the most infantile understanding of international relations I’ve read in a long time.
Lets take two hypothetical countries, calling them Country A and Country B. They are historical enemies sharing a long common border.
Let’s also put some flies in the the ointment. Country A and B have gone to war several times in the past, with Country A prevailing in all of them. Country B, in fact, depends almost entirely on Country A for infrastructure support (gas, water, electricity, etc).
In Country B, a group (Group X) dedicated to the destruction of Country A forms and gains strength. It makes up a significant portion of the political establishment and issues its own decrees, conducts its own negotiations, and the like. This group then decides to start attacking Country A with weapons.
Country A absorbs the attacks for a while, but then decides it has had enough. It retaliates and opens military actions against Country B, with the intent of stopping the actions of Group X.
The question poised is: How are the actions of Country A “punishment” rather than normal military actions that would be logically predicted from the circumstances.
