Let’s, for a moment, accede the point that Tigar is suffering from a severe mental condition.
How is elective surgery the answer? Move Tigar to a prison behavioral health facility.

The actual point, (so I’ve been told), is to change the venue of the incarceration from a male facility to a female facility, as inmates are treated differently ie; less violence.
