Who says that the tax trigger being pulled is a failure of his budget plan? It sounds to be exactly what he wants.
Man, what an awesome plan! It automatically ensures that future crises don’t go to waste.
This is like applying zero tloerance thinking to the budget deficit. When taxes automatically go up and benefits automatically go down, everyone in charge can just say, “Hey, we are just following the rules.”
