{"id":5186,"date":"2005-09-07T17:15:20","date_gmt":"2005-09-08T00:15:20","guid":{"rendered":"http:\/\/proteinwisdom.com\/?p=5186"},"modified":"2005-09-07T17:15:20","modified_gmt":"2005-09-08T00:15:20","slug":"timing-is-potentially-everything-updated","status":"publish","type":"post","link":"https:\/\/proteinwisdom.com\/?p=5186","title":{"rendered":"Timing is (potentially) everything&#8230; (UPDATED)"},"content":{"rendered":"<p>Following up on my <a href=\"http:\/\/www.proteinwisdom.com\/index.php\/weblog\/entry\/18967\/\" title=\"earlier post\">earlier post<\/a>, I tracked down the email addresses of <i>WaPo<\/i> reporters Manuel Roig-Franzia and Spencer Hsu, the two gentlemen responsible for <a href=\"http:\/\/www.proteinwisdom.com\/index.php\/weblog\/entry\/18953\/\" title=\"the story\">the story<\/a> suggesting Bush requested Governor Blanco cede authority to the feds on Friday.\n<\/p>\n<p>\nAt question here, though, is <i>which<\/i> Friday&#8212;Aug 26, before the storm hits landfall? or Sept 2, after the looting and in advance of the martial law declared by Nagin?&nbsp; Context suggests August 26.&nbsp; But the <a href=\"http:\/\/transcripts.cnn.com\/TRANSCRIPTS\/0509\/05\/ltm.01.html\" title=\"Nagin\">Nagin<\/a> press conference confuses things a bit.\n<\/p>\n<p>\nHere&#8217;s the text of my email:<\/p>\n<blockquote>\n<p><tt>Regarding your Sept 4 piece, &#8220;Many Evacuated, but Thousands Still Waiting: White House Shifts Blame to State and Local Officials,&#8221; I need clarification.&nbsp;  You write, &#8220;Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state\u00c3\u00a2\u00e2\u201a\u00ac\u00e2\u201e\u00a2s emergency operations center said Saturday.\n<\/p>\n<p>\n&#8220;The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night, concerned that such a move would be comparable to a federal declaration of martial law.
